PATRICK'S AREAS OF EXPERTISE 

Dr. Mande specializes in Economic Regulation, Productivity, Efficiency and Frontier Analysis. Focused in the  water, electricity and railroad sectors, he is concerned with the delivery of strong analytical and independent work aimed at helping decision-makers understand the options they can consider and their consequences.

He provides economic, policy advice (based on the evidence) to utilities, regulators and Governments in Sub-Saharan Africa. He has more than 8 years of experience assessing utilities performance (efficiency and effectiveness), preparing detailed and exhaustive surveys (both in French and English), analyzing data and the literature, evaluating the effects of ownership, economic regulation, reforms and reorganization on the performance, conducting frontier econometrics and applying it to policy issues, making consulting reports. This includes single country structured case studies, cross-country statistical analysis and cross-country descriptive analysis.

His research has resulted in policy recommendations, backed by the evidence, to Government, Regulators and Infrastructure utilities in the following sectors: Water, Electricity, and Railroad.

Dr. Mande’s tremendous capacity building experience includes 20 years as a facilitator and motivator in building capacity for non-profit organizations in D.R. Congo, Belgium and United States of America on a volunteer basis. He has served as a life skills and leadership coach, team builder and motivator, trainer and social care facilitator in community settings.

His capacity building expertise includes: Economic Regulation fundamentals, Incentive Based Regulation, Tariff, Financial Modeling, Regulation and Limited Capacities, Cost of service Regulation, Regulation of the quality of service, Efficiency and Productivity Measurements (Ratios, Data Envelopment Analysis, Stochastic Frontier Analysis, and Efficiency Gains)

Efficiency of urban water supply in Sub-Saharan Africa: Do organization and regulation matter?

Patrick compared the performance of 27 urban water utilities from 17 Sub-Saharan Africa countries. He ranked them and examined how private-sector participation, economic regulation, and their combination affected technical efficiency. His findings resulted in policy recommendations to Governments, utilities and Regulators.

Did the reforms in the water sector conduct to universal service?

One of the objective of the reforms and reorganization during the 1990s was to improve the access to the water service, in other terms the effectiveness. In this project, Dr. Mande answers to this question: Did the water supply utilities meet this objective or do they need more resources to meet it? The results show the existence of a problem of ineffectiveness higher than that of technical inefficiency. Thus, water utilities are in need of additional resources to reach 100% of their effectiveness in their licensed jurisdiction.

Estimating the cost of improving quality in the water distribution

Water sector experience a high percentage of non-revenue for water. It is of great importance to know the cost of improving the quality for a supply system operator. Patrick Mande derived the elasticity of production and the elasticity of scale for a sample of 21 water utilities from 15 countries. He calculated the implicit cost of water lost on the network to incentivize the utilities to prevent them.

Diagnostic and Performance Evaluation in the DR Congo electricity sector

Dr. Mande provided an overview of the electricity sector in D.R. Congo. This included the following aspects: Access, efficiency, sector governance, tariff, Quality of the service, financing needs. Moreover, he evaluated the performance of the utility.
